Rugby relationship for both youth and HS.
At the last USA Rugby (USAR) Board meeting, Rugby Virginia was officially recognized
by both Board and Congress as a "level 3" State-Based Rugby Organization (SBRO),
and an independent at-large member to USA Rugby for the governance of HS and
youth rugby in Virginia.
As a result:
1) Clubs need to cipp register under "Rugby Virginia SBRO"
territory instead of the VRU or PRU.
2) Individual players are charged a flat yearly League fee of $10 both for youth
and HS. The fee is collected by USA
Rugby when players CIPP register.
