Experimental Law Variations and Youth Rugby
Effective immediately, and with two major and some other very minor exceptions, the Experimental Law Variations (ELVs) recently promulgated by the International Rugby Board (IRB) will apply at all levels of youth rugby in the USA. The two major exceptions, which will apply at the Under 19 level and below in the USA, are that: players joining the maul are not allowed to have their heads below their hips, and, players are not allowed to pull down mauls.
The two variations that will not be implemented at U19 level will be Experimental Law Variations 2 and 3.
"Head and Shoulders not being lower than the hips"
The ELV's recommend the removal of existing law 17.2 (a)
Law 17.2 Players joining a maul must have their heads and shoulders no lower than their hips
Penalty: Free Kick
This law variation will not be applied
"Players are able to defend a maul by pulling it down"
The ELV's recommended the addition of 17.5 (b)
Law 17.5 (b) A Player may pull a maul to the ground providing that player does so by pulling another player in the maul down from the shoulders to the hips
Penalty: Penalty Kick
